The Niagara River Control Center - part of OPG - issued a flood warning at 9:20 a.m. Ice conditions and water levels are being closely monitored.

In response to the state of emergency declared by Gov. Andrew M. Cuomo for the areas of Western New York impacted by Monday's major winter storm, Attorney General Eric T. Schneiderman issued an open letter to vendors warning against price gouging, the inflation of the price of necessary goods and services. General business law prohibits such increases in costs of essential items such as food, water, gas, generators, batteries and flashlights, and services including tree trimming/removal, emergency structure repairs, or snowplowing, during natural disasters or other events that disrupt the market.

As freezing temperatures blanket the state this week, in what is being called a "Polar Vortex," the Firemen's Association of the State of New York is reminding New Yorkers to be safe while heating their residences.

Though the life-threatening cold can seem harmful enough, families, homeowners and renters need to be aware of how they are heating up their homes. A space heater or a fireplace could put your home more at risk, and must be used safely. In addition, New Yorkers are urged to make sure smoke detectors and carbon monoxide detectors are operating properly and have working batteries.

New York's retailers used deep discounts, extended hours, and heavy promotions to attract shoppers during the 2013 holiday shopping season, mustering an increase in sales volume of some 3-to-4 percent over a similar time period in 2012.

Merchants surveyed by the Retail Council gave the season an average letter grade of B-minus.

"It's hard work," said Retail Council President and CEO Jim Sherin. "The competition gets tougher year after year. Retailers of every size have to be quick on their feet to respond to consumer trends that shift at unprecedented pace."
