Kathy Hochul announced digital COVID-19 vaccination credentials issued from Canadian provinces and territories that adhere to SMART Health Cards specifications will immediately be accepted through the state's Excelsior Pass scanner application. Following the reopening of the U.S.-Canadian border, this means fully vaccinated Canadians can use their compatible vaccination credentials for business entry in New York.

She expressed concern for this region, which ranked No. 2 in the state with an 8.52% seven-day average percentage of positive test results. The three-day average one year ago was 5.2%.

Gov. Kathy Hochul announced all New Yorkers enrolled in the Supplemental Nutrition Assistance Program will receive the maximum allowable level of food benefits for November. All households participating in SNAP - including those already at the maximum level of benefits - will receive a supplemental allotment later this month, bringing in roughly $230 million in federal funding into the state's economy.
