Despite efforts this week by the Hastings family to try and answer the Village of Lewiston's Frontier House inquiries, and to provide some renovation plans, Zoning Officer Ed DeVantier still intends to issue appearance tickets in Town of Lewiston Town Court.

The Village of Lewiston Historic Preservation Commission gave Frontier House owner Richard Hastings until Nov. 1 to present a plan of action to fix the exterior of his 193-year-old building or be fined a minimum of $250 per day. On Wednesday, his business consultant, Stacey Sheehan, submitted a response to the municipality. She also announced Hastings turned the building over to his son, Alan, who operates The Silo Restaurant on Water Street.

If the owner of the Frontier House doesn't provide a "schedule of performance" by Wednesday, Nov. 1, he could be fined hundreds of dollars - or more.

A small change on paper made a big difference Monday, as the Village of Lewiston Historic Preservation Commission approved a modified request by Hastings Lewiston Inc. to subdivide the property at 460 Center St. Commissioners voted 4-0 to grant a certificate of appropriateness, and to move the concept along to the Planning Board.

Much to the surprise of Frontier House President Alan Hastings and business consultant Stacey Sheehan, the Village of Lewiston's Historic Preservation Commission tabled an application to subdivide the property at 460 Center St., and declined to offer a necessary certificate of appropriateness.

When community members, elected and business leaders strategize what to do with the 10-years-dormant Frontier House, the conversations tend to suggest the 191-year-old building is dilapidated, falling apart and structurally suspect. Broker Bruce Andrews doesn't use those words. Instead, he calls the Center Street landmark amazing and uses descriptions like character, craftsmanship and skill.

GAR Associates Inc. has delivered its assessment of the historic Frontier House to Town of Lewiston Supervisor Dennis Brochey. The 191-year-old building and almost one acre of land were valued at $750,000.

The Frontier House doors opened Thursday to a pair of assessors from GAR Associates Inc. The two men spent about 30 minutes inside the building. They went floor by floor, touring each room, taking pictures and asking several questions.

Village of Lewiston Mayor Terry Collesano's Frontier House citizens committee met this week and is working on a plan to save the historic Center Street building.
He called the private meeting "informative," and said, "I think we're making some progress."

In 2014, the Village of Lewiston mayor intends to partner with Alan Hastings to rebuild the Frontier House, work with Bill Paladino on a new retail plaza, come up with a master plan for Academy Park, enliven the upper plateau, fix the drainage problems on Fourth Street, find new grants and keep the tax rate flat.

It certainly could be. That's Alan Hastings' plan. The Silo Restaurant proprietor has recently taken over the historic Frontier House. He reopened the parking lot and is working with the Village of Lewiston and local elected leaders to convert the building into a microbrewery, restaurant and inn.

Trustees in the Village of Lewiston approved a development plan for 765 Fairchild Place, site of the former Fairchild Manor, at Monday's monthly board meeting. Goldin Management, a Brooklyn-based property management firm, recently purchased the $1.66-million, almost 1.6-acre property and will convert it into 24 condominium units.

On Friday, the Village of Lewiston announced it has postponed Monday's planned public hearing on the historic Frontier House. The Village Board is waiting until August to submit an application for a state Department of Transportation grant.

News broke Sunday that the Village of Lewiston created a petition seeking support for restoration of the historic Frontier House. Throughout this week, residents visiting the mayor's office in the Red Brick Municipal Building have been encouraged to sign the document. To date, more than 500 have obliged. In doing so, they asked one question: What's going on with the Frontier House?

Team President Hormoz Mansouri and developer Richard Hastings seek to refurbish the historic Center Street building and construct a new, four-story building over what is now the Frontier House parking lot. The drawings, which were left for the Planning Board to review prior to its Monday meeting, indicate the following:

Developer Richard Hastings, attorney John Bartolomei and EI Team President Hormoz Mansouri, the principals behind the historic Frontier House building on Center Street, are expected to present a new proposal to the Village of Lewiston Planning Board on Monday, June 13. Village officials have recently met with the building's owners, and expect to receive a plan that is similar to the one presented to trustees in the first quarter of 2008.

Developer Richard Hastings plans to move forward with his proposal to build condominiums around the Frontier House for baby-boomers and seniors. Acting State Supreme Court Justice Richard C. Kloch Sr. has dismissed the case brought against the Village of Lewiston and Hastings Lewiston by PSR Press. Developer Richard Hastings is once again free to develop the property he owns surrounding the historic Frontier House.

A motion to dismiss the PSR Press lawsuit against Richard Hastings, his hired architects, and the Village of Lewiston was dismissed in state Supreme Court Thursday by Justice Richard Kloch Sr. Hastings' attorney, John P. Bartolomei, filed the motion claiming the petition incorrectly listed the respondents.

PSR Press Limited, a corporate agent of The Edwin Mellen Press, has filed suit against the Village of Lewiston, Richard Hastings and the EI Team over variances granted by the Zoning Board of Appeals. The respondents were served legal papers within the past week.

A 31-foot Center Street addition and a 50-foot apartment complex on Ridge Street highlight the newest Frontier House sketch, as presented to the Village of Lewiston Planning Board on Monday. Architect Timothy E. Kupinski, RA, of the EI Team, presented the four-person panel with an updated draft of developer Richard Hastings' vision for the dormant historical building.
