The recently enacted Paycheck Protection Program (PPP) Flexibility Act provides additional clarity and flexibility for small business owners to meet the requirements of the PPP loan program created by the Coronavirus Aid, Relief, and Economic Security (CARES) Act. When the president signed the bipartisan legislation into law, it gave more time and discretion for when and how the loans can be spent to keep employees on payroll and keep up with accounts payable to further assist the nation's economy in its recovery from COVID-19 closures.

The Niagara County Community College Foundation office has continued to work tirelessly to raise funds for our students who are struggling with financial hardships caused by the coronavirus (COVID-19) crisis. As of June 5, the NCCC Foundation has raised $15,000 to support 150 current students. Each student has received a $100 gift card to help purchase groceries, medicine and other basic necessities.

The board of directors and the executive director are happy to announce that Lockport CARES will re-open Monday June 15, at our 188 Genesee St. shelter, with modifications, to accept men, women and families experiencing emergency homelessness. Beginning with our 7 p.m. shift on Monday, June 15, guests will be welcomed into our shelter from 8 p.m. to 8 a.m. seven days a week. This new modification will continue for 30 days and then be reconsidered based on safety factors and overall effectiveness of the shelter.

Gov. Andrew Cuomo on Saturday signed legislation (S.8189/A.10270) banning price gouging of personal protective equipment. His office said, "During the COVID-19 pandemic, there have been countless instances of egregious price gouging, particularly of critical medical supplies - such as masks and hand sanitizer - that are desperately needed by our hospitals and other health care facilities. This legislation will help ensure access to these critical supplies for health care workers and the general public."

The program was launched by Gov. Gov. Andrew M. Cuomo on Sunday signed legislation (S.8130-D/A.10516-A) extending the deadline to submit absentee ballots until the day of the election. To be counted, primary ballots must be postmarked by June 23. The governor previously issued executive orders allowing all New Yorkers to vote absentee in the June 23 primary elections and ensuring every New Yorker registered to vote receives a postage-paid absentee ballot application in the mail.

With the announcement earlier this week that all elective surgeries may resume in Western New York, ECMC has ramped up its surgical procedure protocols to accommodate the many elective surgeries that had been on hold since March 19, when New York state suspended elective surgeries due to the pandemic. Previously, ECMC had been approved on May 17 to resume outpatient elective surgeries.

Gov. Andrew Cuomo on Friday announced New York state has reached the lowest number of deaths and hospitalizations since the COVID-19 pandemic began. On Thursday, 42 people in New York passed away due to COVID-19, down from a record-high of 800 just eight weeks ago. The number of total hospitalizations was down to 2,728 from a record-high of 18,825 during the peak of the pandemic.

The Niagara-Wheatfield Board of Education on Monday held a virtual public hearing on Zoom regarding the proposed $77,119,627 budget for the 2020-21 fiscal year. While the figures represent a 3.66% increase from last year, the board said most of that will be paid through reserves the district has on hand. The board also discussed plans to continue its popular grab-and-go food service through the end of June, and weighed in on whether the district should continue the program throughout the summer.
