Assisted living facility will have $2m payroll, 50 employees
County lawmakers hailed news that the former Mount View Nursing Home will return to the tax rolls as a 150-bed assisted living community next year - and generate a $2 million payroll and 50 jobs - pending the expected sale of the site.
If all goes according to plan, the adult care facility will begin operating on Feb. 14, 2014.
The vacant county facility is set to be sold for $196,000 at the Niagara County Legislature's Aug. 6 meeting. County Manager Jeffrey M. Glatz finalized that deal this week with developer David M. Tosetto of Youngstown, and the Legislature's administration committee voted unanimously Tuesday to approve the sale.
Tosetto will then begin remediation of the site, abating asbestos, updating rooms and facilities, installing a new roof, upgrading HVAC facilities, and installing a new fire sprinkler system.
The planned assisted living facility will boast 150 beds - as well as features designed to appeal to residents. In addition to 24-hour nursing, there will be a common dining room, a beauty parlor, organized activity space, and some unique facilities: private bedrooms, a 1950s-themed diner that will be open to residents and guests, a movie theater, and a workout room.
Niagara County Legislature Majority Leader Rick Updegrove, R-Lockport, called the deal a "positive development."
"We are pleased to remove a potentially costly, unused facility from the county's obligations and see it returning to the active tax rolls," he said. "More importantly, though, we are gratified that this move includes the creation of some 50 new good-paying private sector jobs, which has the potential to expand our overall tax base."
Updegrove's fellow Lockport lawmaker, Legislator Tony Nemi, R-Lockport, who chairs the Legislature's administration committee, concurred.
"This new assisted living facility will be welcome in our community, not only because of the services it will provide for our aging population, but because it is creating jobs," he said. "We thank Mr. Tosetto for his vision, and look forward to seeing it become reality."
Nemi noted that the sale of the facility also benefited county taxpayers.
"This facility, while it sat vacant, placed costs on the taxpayers without returning any benefits, as well as the potential liabilities that come with owning any property. Now, the taxpayers are no longer liable for the Mount View site, and at the same time it will be an active part of the tax base. That's a big win," Nemi said.
Updegrove said he expected the sale to move through the Legislature at next week's meeting.
"The county manager did a good job negotiating this, and it makes sense for the taxpayers to return this property to the tax rolls," he said.
