NYPA releases draft strategic plan for new renewable energy generation for public comment

Inaugural renewables strategic plan outlines first tranche of projects and work completed in first 18 months of new expanded authority

The New York Power Authority released a draft strategic plan for expanding renewable energy resources in New York state to advance Gov. Kathy Hochul’s nation-leading climate and renewable energy goals. The release of the draft plan kicks off a 60-day public comment period, during which NYPA will host five in-person public hearings across the state and one virtual public hearing with morning and evening sessions to gain input from interested stakeholders, including community members and elected officials. The Power Authority will consider and incorporate feedback received through the stakeholder engagement process in finalizing the strategic plan.

The final strategic plan and all projects will be presented to the NYPA board of trustees for approval. NYPA will publish the final plan on its website and submit it to the governor and the Legislature by Jan. 31, 2025.

In the time since Hochul approved NYPA’s expanded authority on May 3, 2023, NYPA has made major progress toward the development of new renewables. This progress includes establishing the business structures, filling key personnel roles, making regulatory filings, obtaining tax rulings, approving formation of a renewables subsidiary, a $100 million bond issuance for new renewables, and garnering other necessary resources to advance the first tranche of projects, all while continuing the existing work of the Power Authority.

NYPA has identified 40 renewable projects in every region of the state, representing a total capacity of 3.5 GW. Further examination of the proposed projects, including their economics, community impacts and real-estate considerations, will determine their viability in the build out the renewable portfolio. The NYPA renewables strategic plan will be enhanced by the upcoming public hearings and public comment period. As called for by NYPA’s expanded authority, public comments on this draft plan will be accepted for at least 60 days.

The draft strategic plan is now open for public comment via NYPA’s website, and NYPA is seeking input through six scheduled public hearings. These hearings aim to gather community feedback and ensure transparency in the decision-making process. NYPA will hold the following public hearings:
