Town of Lewiston approves solar agreements at Modern

The Town of Lewiston held a brief regular monthly meeting on Monday with a light agenda.

Action items included Town Board approval of a special use permit and site plan for Citrene Power at Modern Disposal. The Connecticut-based company will construct a 2.5-megawatt community solar facility on approximately 10 acres on Modern property behind its headquarters at 4647 Model City Road.

Supervisor Steve Broderick finalized the agreement between the town and CP Model City LLC. He went on to detail town approval of State Environmental Quality Review Type 2 permits, easement details, a $170,000 decommissioning bond, and Lewiston’s host community agreement with Modern.

“This project is specifically subject to the following conditions,” he said.

•“The easement between CP Model City and Modern Disposal Services incorporated, memorialized and an access agreement effective Feb. 7, 2025, providing both CP Model City and the Town of Lewiston access to parcel SBL No. 102.02-2-52 … shall remain in effect for the life of the project, subject to the approval of the town attorney. …

•“CP Model City LLC shall post a decommissioning bond in the amount of $170,000 … being subject to review and approval of the town engineer and town attorney. …

•“That CP Model City LLC shall enter into a host community agreement with the Town of Lewiston to the mutual satisfaction of the parties.”

Following a question by Town Councilwoman Sarah Waechter over reference to the Town of Lewiston in the agreement, the measure went on to be approved by attending board members. Councilman Rob Morreale was absent.

In other news from the session:

•Building Inspector/Code Enforcement Officer Tim Masters discussed a 17-page building report of activity in the town for 2024. Details included $712,275 in permit fees, 517 permits issued and 71 permits renewed from the prior year.

“At times, the Building Department goes unnoticed, so I’ll take this time to give a little plug for the Building Department and the Fire Bureau,” Masters said. “We inspected – our office alone – inspected over $15.5 million in construction costs (this) past year with those permits.”

•Recreation Director Tim Smith reported the town’s holiday public skating at Niagara University’s Dwyer Ice Arena wrapped up this past week, and planning is underway for the 2025 seasons for youth baseball/softball.

“We have our last two skates coming up this week, which has been phenomenal,” Smith said.
