Reorganizational meeting: Village of Lewiston sticks with established team

Monday’s Village of Lewiston reorganizational meeting saw no significant changes for the new fiscal year.

Trustees approved the following motions:

•Mayor Anne Welch’s reappointment of Clerk Shannon Fundis and Treasurer Stephanie Myers to a four-year term.

•Welch’s selection of Victor Eydt to serve a second one-year term as deputy mayor, and Deputy Clerk Donna Vazquez to serve her first full one-year stint.

•The board also approved one-year reappointments for law counsel Joseph Leone, Nussbaumer & Clarke Inc. as engineering firm, Kenneth Candella as building inspector/zoning officer, Myers as registrar, Fundis as deputy registrar, Russ Piper as historian and Barry Beebe as fire inspector.

•Additional reappointments include Norm Machelor as chairman to the Planning Commission (two-year term); Joseph Sorce and Diana Lewandowski to the Planning Board (two-year term); Susan Hofert to the Historic Preservation Commission (two-year term); and  Michael Hibbard, Maureen Castiglione, Richard Ries and Denham Wilson to the Parks, Recreation & Conservation Board (two-year term).

√ Niagara River Region Chamber of Commerce – Welch, Trustee Claudia Marasco

√ Zoning Commission – Conde, Eydt

√ Department of Public Works – Welch, Eydt

√ Community Sewer Commission – Eydt, Conde

√ American Legion and VFW – Marasco, Eydt

√ Lewiston Public Library – Marasco, Gibson

•KeyBank will serve as the prime Village of Lewiston depository, while the Lewiston-Porter Sentinel is, once more, the official newspaper.

•Regular monthly board meetings are set for 6 p.m. on the first Monday of each month from October through May, except the September 2020 meeting shall be on the first Tuesday; and the third Monday of each month from September through August, save the January and February 2021 meetings, which will be held on the third Tuesday. Meetings take place in the Red Brick Municipal Building (145 N. Fourth St.).

Public Hearings

Trustees will hold two public hearings at the start of their next monthly board meeting, at 6 p.m. Monday, July 20. The first is to adopt Local Law No. 2-2020 (Section 20-102, water, sewers, sewage disposal) of the village code to add a surcharge of $10 per billing cycle for capital water/sewer improvements, effective Oct. 1.

The second is to adopt Local Law No. 3-2020 (Section 2-75-1, holidays) to include Juneteenth in the scheduled holidays.

This board meeting will be held inside the Red Brick Municipal Building gym, 145 N. Fourth St. It will be the first session physically open to the public since March.

JULY 16 UPDATE

Monday’s Village of Lewiston Board of Trustees meeting will be conducted via Zoom. Residents will not be permitted to participate in person.

Trustees previously announced board meetings would reopen to the public.

This decision to revert back to an online forum came upon consultation with legal counsel, and noted the cleaning procedures required following this week’s Planning Commission and Historic Preservation Commission gatherings in the Red Brick Municipal Building gymnasium.

A public hearing is scheduled at the beginning of the 6 p.m. meeting regarding a resolution to adopt a local law whereby a $10 surcharge would be added to the water bill each cycle. Funds would go toward capital water and sewer improvements.

Mayor Anne Welch said a second scheduled public hearing, this one pertaining to the adoption of a local law wherein Juneteenth would be added as an official holiday, is canceled until further notice. More time is needed to ascertain whether or not prior state directives recognizing this day apply to villages.
