Poloncarz appoints new leadership for Erie County youth services

Erie County Executive Mark C. Poloncarz announced the appointment of Paul Kubala to the position of deputy commissioner for youth services. Kubala, who in the past has served as director of residential treatment at Gateway Longview, brings extensive experience in program development, training, leadership and strategic planning.

"Paul has more than 20 years experience working with at-risk youth. He brings with him extensive knowledge of the local juvenile justice system, and good working relationships with community organizations and state oversight agencies," Poloncarz said. "My administration has worked hard to combat poverty, and the deputy commissioner for youth services is on the frontlines of that work. I welcome Paul to Erie County's team and look forward to working with him to break the cycle of poverty by helping at-risk children develop into happy and productive adults."

"I have worked with Erie County's youth services division throughout my career and look forward to the challenge of leading this agency. I hope to use the knowledge and skills I have acquired over the course of my career to continue the success of County Executive Poloncarz' administration in health and human service delivery," Kubala said.

He will begin in the position this month.

Kubala worked for Gateway Longview for 20 years, starting as a direct care worker. He has worked as director of residential treatment since 2002, responsible for five "Changing Attitudes and Behaviors" ("CAB") cottages, two residential cottages and two non-secure detention cottages.

The position of deputy commissioner for youth services reports to the commissioner of social services.
