Village of Lewiston making progress on LWRP

The Village of Lewiston is one step closer to an updated local waterfront revitalization program after the Board of Trustees voted Monday to issue a negative declaration on the State Environmental Quality Review related to the LWRP. The board's stated goal is to include more of the village in the program, so as to have the municipality qualify for New York State Department of State grants.
Trustee Vic Eydt said this third phase of the LWRP "will encompass pretty much from the waterfront, (Ridge Street) area, and run south the rest of the village, incorporating the entire village (in this area) all the way up to Academy Park."
On the Department of State website, under the division of planning section, it reads, "An approved LWRP reflects community consensus and provides a clear direction for appropriate future development. It establishes a long-term partnership among local government, community-based organizations, and the state."
The Village Board's resolution was unanimously approved. It stated, in part, "The Village of Lewiston originally adopted a local waterfront revitalization program in 1989 and subsequently amended the program in 2011. ... Acknowledging the need to update the LWRP to reflect current conditions and to help better manage land-use activities in the village, the Village Board of Trustees authorized the preparation of an update to the local program. ... The Village of Lewiston Board of Trustees, assisted by the Lewiston Waterfront Advisory Committee and GHD Engineering, have completed a draft amendment to the LWRP in accordance with New York State Department of State guidelines. ... The adoption of an update to the LWRP is a Type 1 action under the State Environmental Quality Review Act."
By issuing a negative declaration on the SEQR, the board stated it does not anticipate any LWRP-related adverse impact to the local environment.
Eydt, who spearheaded the committee to revise the plan, said phase one of the LWRP involved the purchase of waterfront property, the creation of a park and installation of boat slips and the harbormaster's office in 1989.
Phase two, in 2011, involved the removal of the water treatment plant and the creation of a fish-cleaning station.
"This LWRP is something that the action committee ... has been working on probably over two years now," Eydt said. "It's involved many, many hours."
He added, "This is one of the final stages, at least here locally. After we approve this here today, it will now go to the New York State Department of State for them to review and offer final guidance. That's probably going to take anywhere from six to 12 months before we hear back from them."
Mayor Terry Collesano said, "Trustee Eydt, we really appreciate your efforts, and the community's efforts. We know you put a lot of work into it. We know it's going to pay off in the long run for the village."
In other news from the monthly board meeting:
•Trustees unanimously approved a motion to adopt local law No. 1 of 2017 to add a stop sign at the corner of South Seventh and Tuscarora streets.
"I will gladly make that motion," Eydt said.
A temporary sign was utilized during the summer concert and festival season. A permanent traffic control marker was "a request of residents," Collesano said.
•The Village of Lewiston Recreation Department will hold a program fair from 10 a.m. until 2 p.m. Saturday, Sept. 23, at the Red Brick Municipal Building, 145 N. Fourth St.
In a flyer sent to The Sentinel, Recreation Director Brendan McDermott wrote, "Come and check out the recreational offerings at the Village of Lewiston Recreation located in the Red Brick. ... There is something for everyone, from arts, crafts, fitness and open play, to competitive sports. Come and tour the facility updates. Demonstrations will be offered and program sign-ups will be available."
The program fair schedule includes pickleball from 10-11:30 a.m., arts and crafts from 11 a.m. to 1 p.m., and basketball from noon until 2 p.m.
Additionally, the fitness center will be open, and Bounce-N-Around will offer a bounce house from noon until 2 p.m.
