Youngstown GOP candidates submit profiles

As Village of Youngstown elections approach, candidates endorsed by the Town of Porter Republican Party and Village of Youngstown Republican Party and the Responsive Party submitted their respective profiles this week. They include Dorothy E. Riordan, who is seeking the office of mayor, and Tim Lockhart and Jack W. Bush Jr. for trustees.

Riordan and Bush will be vying for their respective offices against Democratic-endorsed incumbents Raleigh Reynolds and Steven Suitor, who along with Lockhart were victors in the Village Democratic caucus held in March.

Voting for the office of mayor and two village trustee seats will take place Tuesday, May 15, from noon to 9 p.m. in the Youngstown Red Brick School Village Center gymnasium, 240 Lockport St.

•Mayor of the Village of Youngstown, Dorothy E. (Dotty) Riordan.

Wife of the late Village Mayor Neil C. Riordan, she is a lifelong area resident, a mother of three and grandmother of four. Riordan was married for 45 years and has amassed 32 years in public service. She has served as an elected officer for 20 years on the Niagara Pioneer Soccer League board of directors and also as house league coordinator for Niagara Pioneer Soccer for 800 children over those years.

In 2004 she retired to assist her husband with his increased workload on village projects. Her past and current activity includes: the year-long Village Sesquicentennial Celebration; the Niagara River Ferry Crossing Experiment; the Imagine Youngstown Project; the annual Community Picnic; the Falkner Park Concert Series; the restoration of the north dock embankment and the Veterans Memorial and Veterans Park.

"It is no secret that my partnership with Neil kept me informed on village issues such as water and sewer projects or problems, grants, budget issues, sidewalks and roads and ongoing public/business contracts," says Riordan.

"I am a team player and have the knowledge, history, time, energy and vision. I know I can help, as we rebuild our business district and continue our quality of life," she adds.

•Village trustee, Tim Lockhart.

A resident of the Village of Youngstown since 1978, Lockhart is retired from the Town of Lewiston, Water Pollution Control Center. He was employed there for 32 years, with the last 17 years as the administrator/chief operator.

In his career Lockhart has participated in municipal meetings, the budget process and in capital projects for infrastructure upgrades. He has negotiated for management during public union negotiations; developed agendas and ran Sewer Advisory Board meetings for the four local municipalities; and served as storm water management officer for the Village of Youngstown, Town of Porter, the Town of Lewiston and Village of Lewiston.

Currently, Lockhart serves as chair of the Niagara County Local Emergency Planning Committee (LEPC); is a member of the Niagara County Fire Advisory Board; and member of the area maritime Security Committee, Buffalo-Niagara River Quadrant, U.S. Coast Guard, department of Homeland Security. In addition he serves on the board of directors, Western Chapter, of the New York State Water Environment Association Inc.

Lockhart has completed coursework in National Incident Management System (NIMS) 100, 700; FEMA Emergency Planning (IS-00235); SEMO Hazard Analysis of New York (HAZNY) Train the Facilitator Workshop; SEMO Emergency Planning; the Department of Homeland Security/Office for Domestic Preparedness; Public Works: Preparing for & Responding to Terrorism CBRNE incidents; Public Works: WMD Basic Concepts; WMD Terrorism Awareness for Emergency Responders; and Vulnerability Self Assessment Tool (VSAT) Community Wastewater System Security Training Workshop.

His professional recognition includes: the 2010 New York State Water Environment Association's Uhl T. Mann - Treatment Plant Excellence (1-10 MGD); and the 2007 American Public Works Association Technical Innovation Award.

Lockhart is endorsed by the Republican and Democratic parties in the village and the Responsive Party.

He is married to Ramona who serves as the director of the Town of Porter Story Hour Program. The couple has two adult children. Lockhart has also coached soccer, baseball and served as a Scout leader. He resides on Oak Street in the village.

•Village trustee, Jack W. Bush Jr.

Bush is a retired chief flight mechanic and hangar chief for the Calspan Corporation where was employed from 1983 to 2011. He is currently employed seasonally with the Niagara County Sheriff's Office, where he works the NCSO Marine Patrol during the summer on the lower and Niagara River and Lake Ontario. He also works part time with T&R Aviation.

Work experiences include: serving as a qualified crew chief with Calspan; overseeing construction of the company's new hangar at Niagara Falls International Airport along with operations and safety at NFIA; establishing policies and implementing procedures on maintenance and modifications of all Calspan-operated aircraft and support equipment; and overseeing Calspan inspection authorization on the USAF/FDL total in-flight simulator, NF-16D, Calspan variable-stability Lear jets and Saab 340 systems trainer.

His past employment includes: Bell Aerospace Textron, Finche's Flying Service, the Amadori Construction Company and the L.S. Wegman Co.

Bush is licensed private pilot, holds FAA inspection authorization, is a licensed FAA airframe and power mechanic and holds a FCC radio operator's permit.

He resides on Third Street in the village.
