Gov. Andrew Cuomo recently signed legislation (S5959D /A.5605-C) that establishes a "right to publicity" for deceased individuals to protect against the commercial exploitation, or unauthorized use, of their personal characteristics that have commercial value - their name, picture, voice or signature after their death. Additionally, these rights can be exercised by their descendants, giving performers estates the ability to control and protect their likeness or image after they have died.

Gov. Andrew Cuomo on Wednesday announced New York state will receive an initial delivery of enough COVID-19 vaccine doses for 170,000 residents. If all safety and efficacy approvals are granted by the federal government, the state expects to receive the vaccines - which were created by Pfizer - on Dec. 15. New York expects additional allocations of vaccines from Pfizer and Moderna later this month.

The John R. Oishei Foundation has funded a $100,000 grant payable over three years to Niagara Area Habitat for Humanity. The Island Dispatch has learned Michael Huntress, vice president of Acquest Development LLC of Amherst, submitted a site plan to the Town of Grand Island for a proposed 1,080,308-square-foot distribution facility project on Long Road. The structure would sit on land its own, along the New York State Thruway I-190 - an area that was under consideration by Amazon for a proposed 3.8 million-square-foot distribution center.

Niagara County Legislature Chairwoman Becky Wydysh on Tuesday announced the replacement of the Upper Mountain Road culvert over Fish Creek in the Town of Lewiston is complete. The road will reopen to traffic by the end of the day, Wednesday, Dec. 2. The culvert, located northeast of Moyer Road, has been closed since September.

"Over the course of the last week, the Niagara County Department of Social Services has had approximately a dozen positive test results of DSS employees who work on the second floor of their office on 10th Street in Niagara Falls, with several additional tests still outstanding," Niagara County Manager Rick Updegrove said Monday. "After talking with employees and conducting contact tracing, the Niagara County Health Department has made the determination to quarantine all employees who work on the second floor of that building."
