Gov. Andrew Cuomo on Saturday signed legislation (S.8275-A/A.10348) suspending the forfeiture of unemployment benefits during the COVID-19 state of emergency, aligning with the executive order he issued on May 14. Over 44 million Americans across the U.S. have applied for unemployment insurance during the COVID-19 pandemic, and this number is expected to grow as the pandemic continues.

Secretary to the Governor Melissa DeRosa on Thursday issued a report to Gov. Andrew Cuomo outlining the COVID-19 domestic violence task force's initial recommendations to reimagine New York's approach to services for domestic violence survivors. Cuomo has accepted these recommendations in full and is directing the Office for the Prevention of Domestic Violence, along with other sister agencies of the Office of Children and Family Services, the Office of Temporary and Disability Assistance, the Office of Victim Services, the Division of Criminal Justice Services and the Department of Health, to use these recommendations to update and improve domestic violence services in New York.

Earlier this week, U.S. Department of Housing and Urban Development Secretary Ben Carson announced the allocation of $2.96 billion in Emergency Solutions Grants (ESG) funding to support homeless Americans and individuals at risk of becoming homeless because of hardships such as job loss, wage reduction, or illness due to COVID-19. This funding is in addition to $1 billion of ESG grants announced within a week of President Donald Trump signing the CARES Act.

U.S. Senate Minority Leader Charles E. Schumer and Congressman Brian Higgins announced Roswell Park Comprehensive Cancer Center will receive $600,456 in federal funding to expand telehealth services to Western New Yorkers. The funding, included by Congress in the CARES Act, is distributed through the Federal Communication Commission's COVID-19 telehealth program. Both Schumer and Higgins reached out to the FCC to advocate on behalf of Roswell Park.

Niagara County Legislator Rich Andres on Tuesday announced the Niagara County Department of Emergency Services has goggles available for hair salons and barbershops to help them meet the state reopening guidelines. Andres said the guidelines initially required face shields, but now have been amended by New York state to include goggles.

The recently enacted Paycheck Protection Program (PPP) Flexibility Act provides additional clarity and flexibility for small business owners to meet the requirements of the PPP loan program created by the Coronavirus Aid, Relief, and Economic Security (CARES) Act. When the president signed the bipartisan legislation into law, it gave more time and discretion for when and how the loans can be spent to keep employees on payroll and keep up with accounts payable to further assist the nation's economy in its recovery from COVID-19 closures.

His office said, "During the COVID-19 pandemic, there have been countless instances of egregious price gouging, particularly of critical medical supplies - such as masks and hand sanitizer - that are desperately needed by our hospitals and other health care facilities. This legislation will help ensure access to these critical supplies for health care workers and the general public."

Gov. Andrew M. Cuomo on Sunday signed legislation (S.8130-D/A.10516-A) extending the deadline to submit absentee ballots until the day of the election. To be counted, primary ballots must be postmarked by June 23. The governor previously issued executive orders allowing all New Yorkers to vote absentee in the June 23 primary elections and ensuring every New Yorker registered to vote receives a postage-paid absentee ballot application in the mail.
