The Town of Niagara water tower was the subject of some discussion at the regular Town Board meeting on June 16. A late agenda resolution to award the "Water Tank Exterior Painting Project" to Utility Service Co. Inc. for $1,581,600 raised some questions among board members.

Graduating seniors from Niagara-Wheatfield High School are set to get a send-off to remember on Saturday, June 20. Co-developed by school administrators as well as students, the three-part graduation ceremony will include a virtual ceremony, drive-up commencement and a community parade.

The Herschell Carrousel Factory Museum is holding a curbside Chiavetta's chicken dinner pickup from 3-7 p.m. Friday, June 26. Dinners are $12 each in advance, and include the famous Chiavetta's chicken, potato salad, coleslaw and a roll. A portion of each dinner sold will help the museum to make up lost admissions income from the three months the museum was required to close due to COVID-19.

Because the signs of reopening North Tonawanda are positive, city leaders are making decisions to let business and recreation areas reopen on a case-by-case basis. One notable feature is the allowance of restaurants to open patio seating in accordance with New York state protocols and SLA approval, if required.

The sun is out, the trees are in bloom, and the intoxicating scent of charbroiled burgers and hot dogs is making it hard for anyone stuck indoors to get any work done. With the coming of Flag Day, June 14, we may think of the symbol it stands for and how it is flown. As an example, the U.S. flag on Memorial Day has special rules. The flag is to be hoisted from sunrise to noon at half-staff to honor those who have paid the ultimate sacrifice for our freedom. From noon to sunset, the flag is to be raised to full staff to honor our nations living heroes.

On May 20, the Niagara-Wheatfield Board of Education held its last budget discussions before this week's upcoming public budget hearing and board elections. Amid funding shortfalls from the state, the board is set to propose a $77,119,627 budget for the 2020-21 fiscal year, a 3.66% increase from last year. Superintendent Daniel Ljiljanich and Assistant Superintendent of Finance and Management Allison Davis outlined strategies the district will use to cover the budget, including a 1.49% increase on the tax levy.

Finally, we can celebrate the holiday weekend with the beautiful weather we have been craving. Since we are still under the "PAUSE" order of social distancing and wearing masks with no more than 10 in a group, residents need to be careful when picnicking with family. This is a time to be grateful for the blessings we are afforded by the sacrifices of our armed forces.

On Monday, Gov. Andrew Cuomo made the announcement that, beginning Tuesday, Western New York could officially enter phase one of the state's reopening plan. The announcement came after local officials said the area had fulfilled the final requirements for reopening. These required metrics dictated that the area needed to secure 521 contact tracers, and have hospitalizations and deaths fall (or at least remain low) over three days.

Plans involving a proposed solar energy facility on Lockport Road took a few steps forward at Wednesday night's Town of Niagara regular board meeting. The project first gained traction at last month's board meeting, after board members authorized Supervisor Lee Wallace to sign a non-binding letter of intent. The letter allowed solar energy firm Nexamp Inc. to begin a study for a proposed solar energy project at a former Niagara landfill property owned by the Town of Niagara and located at 4798 Lockport Road.

Pandemic-fueled "panic-buying" left store shelves lacking personal care items in late March. This effect carried over to nonprofits, including Pinnacle Community Services. Pinnacle's supporters have a history of providing many of these necessities, but donations were depleted at the onset of the pandemic.

Niagara County Clerk Joseph A. Jastrzemski on Friday said that, in compliance with Gov. Andrew Cuomo's executive order 202.29, the Department of Motor Vehicles offices in Niagara County, like those across the state, will remain closed for face-to-face transactions through June 6.

Since every locality has unique entities, we need to include foresight to plan accordingly. In keeping with this directive, I have established a committee of individuals representing various interests of the city. This committee will be referred to as C.E.T., City Emergent Team.

Mr. Toasters, a pet cockatiel who lives at 483 Harrison Ave., Tonawanda got out of the house on April 27. His family followed him until the evening of April 30, when they lost sight of him. He is currently still lost.

Acting Niagara County Sheriff Michael J. Filicetti on Wednesday announced the Niagara County Sheriff's Office Work Release Program will not be operating until further notice. This has occurred due to the temporary layoffs agreed to by Niagara County and the Civil Service Employees Association Union.

If you listen to state and county leaders' information, you must be mindful of when we will begin to reopen. Presently, we are still under the governor's "PAUSE" order. As the number of cases in Niagara County continue to rise with 488 and 60 cases being in N.T., we have not reached the peak of infection or are even plateauing. In order to reopen, we need the rate of infection to decrease.

On Monday, the Niagara County Community College Small Business Development Center was awarded a grant from the Ralph C. Wilson Jr. Foundation. The grant award total was for $36,300.00, part of the foundation's COVID-19 small business relief fund. Thanks to this timely funding award, the Niagara SBDC will be able to offer Niagara County businesses emergency relief services. These services include expert consultation on e-commerce development, free participation in a multiple-part small business crisis management webinar series, and individual advisement on enhanced marketing sales techniques.

The Niagara-Wheatfield Board of Education held a virtual board meeting this week where they began tentative budget discussions for the 2020-21 school year. A proposed budget of $77,119,627 shows only a moderate 3.7% increase from last year. However, amidst the uncertainty brought on by COVID-19, board members will have to await the governor's decision regarding the end of the month before they can decide whether or not to move forward with the figures.

Three times a week, at least, I have a phone conference with Niagara County Health Department and leaders of all county towns and cities. When I pass on information to you, it is from those conferences and from the orders put out by the governor. Recommendations made and numbers given are from those agencies. I also confer with the police and fire chiefs before a recommendation is made."

NOCO Energy recently announced the creation of a sustainability division within its commercial and residential heating, ventilating and air conditioning (HVAC) business based in Akron. The new division will focus on working with customers in the installation of energy efficiency heating and cooling units and equipment, energy efficiency consulting, LED lighting and other measures to reduce greenhouse gas emissions.

A debt of gratitude goes out to all NT police and fire employees who put their lives in peril every day for our safety. A thank you also to the auxiliary police, volunteer firefighters for their help, as well as the DPW, Parks and Rec. Department, volunteers, and grocery/medical store staff for continuing to assist us every day while isolated.

Congressman Brian Higgins (NY-26) announced a federal grant totaling $317,641 for Smith Boys Shipyard. The award is funded through the U.S. Department of Transportation Small Shipyard Grant Program. This is the first such grant awarded to a New York operator in the past 10 years.
