New York State Department of Environmental Conservation Commissioner Basil Seggos announced DEC will begin enforcement of the state's ban on single-use plastic carryout bags on Oct. 19. The plastic bag ban, which went into effect on March 1, was not enforced per an agreement between the parties in a lawsuit brought by Poly-Pak Industries Inc., et al, in New York State Supreme Court.

Gov. Andrew Cuomo announced law enforcement agencies throughout the state issued 3,262 tickets for impaired driving during the STOP-DWI "Drive Sober or Get Pulled Over" campaign, which ran from Aug. 19 through Sept. 7. During that time, officers also issued 116,292 tickets for other vehicle and traffic law violations, such as speeding and distracted driving.

Gov. Andrew Cuomo on Wednesday announced the special enrollment period for uninsured New Yorkers will be extended through Dec. 31, 2020, as the state continues to provide supportive services during the COVID-19 public health crisis. New Yorkers can apply for coverage through NY State of Health, New York state's health insurance marketplace, or directly through insurers.

The event will take place from 4-8 p.m. Friday, Sept. 18, and noon to 4 pm. Saturday, Sept. 19, at Bills Stadium in Orchard Park. Girl Scouts of Western New York will offer a free drive-thru Fall Fest for families to provide girls in grades K-12 and adults ages 18 and older with an opportunity to have some family-fun and join Girl Scouts for the new program year. The New York State Department of Labor on Thursday announced payments for the Lost Wages Assistance (LWA) program, which provides an additional $300 in weekly benefits to unemployed New Yorkers, will begin next week. Up to 2.4 million New Yorkers are eligible for the program, including 435,000 who must submit an additional certification to qualify.

Lt. Gov. Kathy Hochul joined Village of Lewiston officials in officially opening the new, multimillion-dollar waterfront on Wednesday. Improvements at the popular Lewiston Landing include new shoreline stabilization measures to protect the area from future flooding and the installation of new floating docks, a new pathway with railings, improved lighting and power stations.

On Thursday, Gov. Andrew Cuomo announced the results of the state's "SWAT" team's focused testing effort in Western New York over the past five days. A total of 6,385 tests were performed at eight sites with results delivered in 15 minutes. A total of 266 positive cases were identified, for a positivity rate of 4.1%. Contact tracing efforts in partnership with local health departments are ongoing.

Three new temporary rapid testing sites will open in the City of Oneonta, Otsego County, tomorrow at 11 a.m. After tomorrow, the sites will be open from 9 a.m. to 6 p.m. Thursday through Saturday.
