Lewiston Town Board holds annual reorganization meeting

Public hearing set for Lower River Road Town Park

The Lewiston Town Board held its annual reorganization meeting this week, setting the stage for town operations in 2020. This marked the first official meeting by newly elected board member Jason Myers.

After some opening procedural matters, the board approved the following appointments: Attorney for the town, Seaman Norris LLC; town engineer, GHD Consulting Services; Building Inspector Tim Masters; Town Assessor Linda Johnson; Heidi Seguin, real property appraisal technician; fire inspectors, Pat Martin and Don Consentino; Highway Department, Brian Christman, deputy superintendent; Historian Marjorie Maggard; Prosecutor George Adamson; Parks Director Michael Dashineau; Lewiston Police Department Chief Frank Previte; Recreation Director Dashineau; Katelyn Allan; LPD registrar/records access officer; dog control, RMO and recycling officer, Donna Garfinkel; and Senior services, Jeanette Collesano, Lewiston Senior Center director.

Town Supervisor Steve Broderick’s confirmations included: Amy Smith, confidential secretary; Jacqueline Agnello, finance director; William Conrad, deputy supervisor; town auditor; grants consultant, Connie Minor.

Town Clerk Garfinkel’s confirmations included: Carole Schroeder, first deputy town clerk/deputy registrar; Linda Kreps, deputy town clerk/sub registrar; Tamara Meogrossi, deputy town clerk; and John Aquino, laborer/dep. DC.

Other appointments included Broderick as water administrator; Dan Zahno as water foreman; and Jeff Ritter, chief operator, Water Pollution Control Center.

Town Board liaisons appointed by Broderick included: Board of Ethics ex-officio – Tom Seaman; Building Inspector Alfonso Bax; Cable Commission, Jason Myers; CWM Siting Advisory Committee – Bax; engineer – Bill Geiben; Environmental Commission – Bax/Geiben; Fire Bureau – Broderick/ John Jacoby; highway/drainage – Bax; historic preservation – Jacoby; Justice Court office – Broderick; Lewiston Council on the Arts – Jacoby; library – Jacoby; Lighting Advisory Board – Myers; Niagara River Region Chamber of Commerce – Broderick/Geiben; Recreation Advisory Committee – Geiben; Personnel Committee – Geiben; police – Bax; town/village police liaisons – Broderick/Bax; Planning Board – Bax/ Jacoby; recreation – Geiben; risk manager – Broderick; Sanborn Business and Professional Association – Myers; senior citizens – Geiben; signage committee – Myers; water – Broderick; WPCC – Bax; and Zoning Board of Appeals – Bax/Jacoby.

Other appointments included: stormwater management officer, Chris McAuliffe; minority business officer – Garfinkel; women’s business officer – Garfinkel; records appeal officer – Garfinkel; electrical inspectors, NY Atlantic Inland; town/village police liaison – Broderick; and bingo inspector – Linda Kreps.

Elsewhere, the board named KeyBank and M&T Bank official town depositories, with Broderick, Conrad and Agnello designated as signatories.

Additionally, the Niagara Gazette was named official town newspaper while the Lewiston-Porter Sentinel will be used for official advertisements.

A number of appointments were also made by the Town Board to complete open chairs or memberships across the various committees, including the town Cable Commission, Board of Ethics, historical preservation committee, Lewiston Library board of trustees, Lighting Advisory Board, personnel committee, Planning Board, Senior Advisory Board and signage committee.

Amid the appointments, Maggard put out a call for town residents who might be interested in joining the historical preservation committee. Inquiring minds are asked to contact Garfinkel for an application.

Following the committee appointments, the board also voted to dissolve the tower/wind energy committee at Conrad’s recommendation. Conrad, who was currently serving on the committee, said the group had met only twice in two years and he felt the Planning Board would be capable of reviewing energy issues – noting this board “sees them anyway.”

Public Hearing Set

At the end of the work session, Broderick announced a public information hearing regarding the Lower River Road Town Park project will be held at 6:30 p.m. Tuesday, Jan. 28, at the Lewiston Senior Center. Garfinkel said official announcements are being drafted and will be posted on the town’s website and in press outlets in the coming days.

In Other News

•The board announced two changes in relation to the holiday schedule. First, a Town Board work session will be held Monday, Nov. 9, to accommodate Veterans Day. Secondly, the final audit will be held Monday, Dec. 28, accommodate to New Year’s Eve.

•Garfinkel said the clerk’s office will be collecting taxes during regular town business hours this month, as well as from 9 a.m. to 1 p.m. Saturday, Jan. 25, and until 7 p.m. Wednesday, Jan. 29.

•Town offices will be closed on Monday, Jan. 20, in observance of Dr. Martin Luther King Jr. Day

•The next town board meeting will be 6 p.m. Monday, Jan. 27.
