Heroes Act: NYSAC applauds House, seeks resolution from Senate, president

A statement by NYSAC President John F. Marren on Congress’ action on the Heroes Act:

“The New York State Association of Counties (NYSAC) applauds the U.S. House of Representatives for passing the Heroes Act, a fifth stimulus proposal that includes funding for the essential public employees providing essential services in our communities. This legislation includes direct and flexible recovery aid to states and local governments – including counties.

“We now urge the U.S. Senate and President Trump to coalesce around a bipartisan agreement as soon as possible so that counties can continue to battle the pandemic while we safely reopen our economies at the local level.

“Counties, states and local governments are facing unprecedented revenue declines. Last week, NYSAC released an updated Coronavirus Economic Impact on Counties report, which projected a $2 billion loss in county revenue over the next year, a projection that was supported this week by sales tax data released by the state comptroller and census estimates for retail activity in April.

“Without direct and flexible federal recovery assistance, local services like countywide library services, road patrol, 9-1-1 services, senior and long-term care, veteran services, youth services, funding for local arts, recycling and composting services are all on the potential cut list.

“We thank New York’s congressional delegation for their tireless advocacy on behalf of county governments. We now call on their colleagues from across the nation to come together to pass a stimulus bill that protects these vital local services so counties can continue to serve the people of New York and Untied States.”
