Lewiston Town Board sets stage for 2019

Board approves numerous appointments, designations at reorganization session

In addition to its Jan. 7 approval for construction of the town’s second privately owned utility-scale solar system, Lewiston Town Board members spent much of that session with approvals on a number of procedural matters, setting the stage for town operations in 2019.

Leading off were adoptions/approval of:

•The Town Board regular meeting and work session schedule. Regular meetings will take place at 6 p.m. Mondays, Jan. 28, Feb. 25, March 25, June 24, July 22, Aug. 26, Sept. 23, Oct. 28, Nov. 25 and Dec. 30 (final audit). Regular meetings to accommodate holiday conflicts will take place at 6 p.m. Thursdays, April 25 and May 30.

Town Board work sessions for the balance of 2019 will take place at 6 p.m. Mondays, Feb. 11, March 11, April 8 and May 13, Sept. 9 and Dec. 9. No work sessions will be held in June, July or August. Work sessions to accommodate holiday conflicts will take place at 6 p.m. Thursdays, Oct. 7 and Nov. 14.

Town/village joint meeting dates were not finalized and are still to be announced.

•The town’s holiday schedule for the balance of 2019 has been set as follows: Jan. 21, Dr. Martin Luther King Jr. Day; Feb. 18, President’s Day; April 19, Good Friday; May 27, Memorial Day; July 4, Independence Day; Sept. 2, Labor Day; Oct. 14, Columbus Day; Nov. 11, Veterans Day; Nov. 28 and 29, Thanksgiving holidays; and Dec. 24 and 25, Christmas holidays.

•The town designated the Lewiston-Porter Sentinel as its official paper for display ads/notifications, and the Niagara Gazette for legal notices.

•Official town depositories are KeyBank and M&T Bank, with Supervisor Steve Broderick, Deputy Supervisor Bill Conrad and town Finance/Budget Director Jacqueline Agnello designated as signatories.

Moving to town appointments, the following were approved:

•Attorney for the town, Seaman Norris LLC; town engineer, GHD Consulting Services; Town Assessor Linda Johnson; Building Inspector Tim Masters; Fire Bureau – Fire Prevention Chair Les Myers, with Pat Martin and Don Consentino serving as fire inspectors; Highway Department, Brian Christman, deputy superintendent; Historian Marjorie Maggard; justice clerks Maria Sicurella and Mary Kinney; Prosecutor George Adamson; Parks Superintendent Mike Dashineau; Lewiston Police Chief Frank Previte; LPD Justice Clerk Katelyn Allan; Registrar/Records Access Officer Donna Garfinkel; and senior services, Jeanette Collesano, Lewiston Senior Center director.

Supervisor’s confirmations included: Agnello, finance director, and Elizabeth Geise, junior accountant; Conrad, deputy supervisor; Drescher & Malecki LLP, town auditor; Connie Minor, grants consultant; Carole Schroeder, first deputy town clerk/deputy registrar; Tamara Meogrossi, deputy town clerk; Garfinkel, dog control officer; Broderick, water administrator; Dan Zahno, water foreman; and Jeff Ritter, chief operator, Water Pollution Control Center.

•Town Board liaisons appointed by Broderick included: Board of Ethics ex-officio – Brian Seaman; Building Inspector Al Bax; Cable Commission, Bill Geiben; CWM Siting Advisory Committee – Bax; engineer – Geiben; Environmental Commission – Bax/Geiben; Fire Bureau – Broderick/ John Jacoby; highway/drainage – Bax; Historic Preservation – Jacoby; Justice Court office – Broderick; Lewiston Council on the Arts – Jacoby; library – Jacoby; Lighting Advisory Board – Rob Morreale; Niagara River Region Chamber of Commerce – Broderick/Geiben; Modern CAC – Bax; Parks and Recreation Advisory Committee – Morreale; Personnel Committee – Geiben; police – Bax; town/village police liaisons – Broderick/Bax; Planning Board – Bax/Morreale; recreation – Morreale; risk manager – Broderick; Sanborn Business and Professional Association – Broderick/Geiben; senior citizens – Geiben; Signage Committee – Morreale; Tower/Wind Energy Research Committee – Jacoby; water – Broderick; WPCC – Bax; and Zoning Board of Appeals – Bax.

•Other appointments included: minority business officer – Garfinkel; women’s business officer – Garfinkel; records appeal officer – Lewiston Town Board; town/village police liaison – Broderick; and bingo inspector – Linda Krepps.

Wrapping up, a number of appointments were made by the Town Board to complete open chairs or memberships on the various town boards, commissions and committees. Included were appointments made on the town Cable Commission, Environmental Commission, Board of Ethics, Historical Preservation, Lewiston Library Board of Trustees, Lighting Advisory Board, Personnel Committee, Planning Board, Senior Advisory Board, Signage Committee, Tower/Wind Energy Committee and the Zoning Board of Appeals.

No actions were taken on the Modern CAC, which Broderick discussed deactivating, or on the Parks and Recreation Advisory Committee, which currently has one vacancy. In addition, discussion was heard by Geiben on the idea of activating a Town Hall Renovation Board, however no action was taken.
