Poloncarz was joined Tuesday by Erie County Legislature Minority Leader Tom Loughran (5th District) to unveil a sweeping new proposal to strengthen Erie County's ethics laws and augment the county Board of Ethics through significant and comprehensive changes to the existing ethics laws, which were created in 1989, amended in 1994 and amended again in 2015.
