Whirlpool Jet Boat Tours expansion: Kinney offers Planning Board a second development option

The Village of Lewiston Planning Board will have two Whirlpool Jet Boat Tours expansion designs to consider when it meets Monday at 6:30 p.m. in the Red Brick Municipal Building. WJBT President John Kinney, upon consultation with Silvestri Architects, commissioned a second plan that shows 10 feet shaved off the north side of his proposed development.

"We have modified the plan and given the Planning Board the option of whether the original or the modified design is preferable," Kinney said.

The smaller design would block less of the Niagara River view.

Kinney indicated his action was taken to show "our endeavor to work with the village and make (the expansion) as best as possible for all."

On Dec. 13, 2010, the Planning Board approved Kinney's first submission, which amounts to conceptual approval. The Lewiston businessman intends to build a two-story, 2,700-square-foot addition to the north side of Water Street Landing, the restaurant his company owns. The structure would serve as a starting point for guests participating in a jet boat tour, and provide additional bathroom and retail space.

Legal action is lingering over Kinney's plan, and could hinder his development. Resident Jerome Williams and Lewiston Management Group LLC filed an Article 78 lawsuit against the Village of Lewiston and WJBT Dec. 13 seeking to cease the expansion. The first scheduled state Supreme Court date is Thursday, Feb. 10, at the Niagara County Courthouse in Lockport.
