At Tuesday’s reorganizational meeting, the North Tonawanda Common Council unanimously voted to appoint Alderman-at-Large Joe Lavey Jr. as the new council president, succeeding Frank DiBernardo, who had led the legislative body since 2023.

“I am deeply honored by the trust my colleagues have placed in me to guide our city’s legislative branch,” Lavey said. “Together, we have made significant strides, but our journey is far from over. We remain steadfast in our mission to move North Tonawanda forward, ensuring progress and prosperity for all our residents.”

Lavey highlighted recent progress, such as authorizing the consolidation study of the Parks & Recreation, Youth Center and Senior Center into the facility at 500 Wheatfield St., to enhance customer service and financial efficiencies. He also noted the council's collaboration with Assemblyman William Conrad, which secured $250,000 for new Jaws of Life tools for the Fire Department, along with other city improvements.

"Our focus has been on creating lasting improvements for our community," Lavey said. "From allocating funds for infrastructure enhancements to working with Mayor Tylec to create a rental registry pilot program that holds absentee landlords accountable, we are committed to a safer, stronger North Tonawanda."

Lavey was first elected as 3rd Ward alderman in 2021. He was reelected to the council as alderman-at-large in 2023. In addition to serving on the council, he is also a volunteer firefighter with Sweeney Hose Fire Co. No. 7 and serves his community through civic organizations such as the West Herr Riviera Theater board of directors and the NT Botanical Gardens organization.

Lavey expressed gratitude for DiBernardo’s tenure, especially his pivotal role in the budget process that led to significant cost savings.

“Frank’s insight and dedication have been invaluable in steering our city forward. His leadership has laid a strong foundation for the work ahead,” Lavey stated.

DiBernardo continues to serve on the council as 2nd Ward alderman.
