Town of Grand Island Highway Department issues winter reminders

Even as mild winter weather continues, the Grand Island Highway Department is reminding property owners of the town's winter parking rules.

"Please observe our 'no parking' ordinance on all public highways between the hours of 2 and 7 a.m. from Nov. 1 through March 31," Superintendent of Highways JT Tomkins and Deputy Highway Superintendent Dick Crawford said in a message this week. "This allows us to give you effective snow plowing in all areas of the town. Our Town of Grand Island Police Department and the Erie County Sheriff's Office enforce this ordinance."

Residents have been tempted to park on the street because of the absence of snow for much of this winter, but, with one snowfall, cars violating the parking ordinance will prevent access by town plows.

The Highway Department also points out that according to Highway Law 319, a mailbox is an allowed infringement on the right-of way. When such a box is too low or too far out on the right-of way, it is a hazard to traffic and may be hit by snowplows. Municipalities are not responsible for any damage done to such mailboxes.

Also, according to Highway Law 1219 regarding snow on the right-of-way, it is against the vehicle and traffic law to push or drop any foreign material on such a right-of way. Anyone doing so is subject to fines and or penalties. If such material causes an accident, the person responsible is liable for damages.
