Phallen facing more charges

The saga of accused sex offender Iver Phallen, 67, of Lewiston, took a new turn in Niagara County Court this week where he faced arraignment before Justice Sara Sheldon Farkas.

The Tuesday proceeding in Lockport revealed 122 charges are now on file against Phallen, ranging from strangulation to kidnapping to torture and aggravated sexual abuse filed by the two victims who have come forward. "Numerous kidnappings, numerous assaults, numerous strangulations," stated Niagara County District Attorney Peter M. Wydysh to Justice Farkas. Phallen stood silent beside him with Niagara County DA Holly Sloma and Phallen's attorney, James Grable Jr.

Wydysh said investigations by State Police and Lewiston Police have turned up more than 831,000 graphic images of torture and bondage on Phallen's laptop computer. We found examples of "numerous devices of bondage," said Wydysh, adding that Phallen went on to use these as lures to get his victims to cooperate. All his acts against the women were said to have occurred in a soundproof room at Phallen's Lewiston home at 817 Carriage Lane.

It was also reported at the proceeding that Phallen's wife, who lives in Florida, was completely unaware of his actions and was blindsided upon hearing the news.

Wydysh also told the judge of Phallen's practice as a "judicial note-taker," plotting his future actions and telling his victims that he had killed in the past as means of gaining their consent during his escapades. However no substantiations to these claims have yet to be made by his two victims.

Phallen, who had been seeking bail, pled not guilty at the arraignment to the new charges. He is being held without bail in the Niagara County Jail and is expected to go to trial in March.
