Ross re-elected chairman of Niagara Power Coalition

William L. Ross has been re-elected the chairman of the Niagara Power Coalition for the ninth consecutive term. Ross will also hold the dual positions of president/CEO of the NPC.

The Niagara Power Coalition was originally established in the late 1990s for the specific purpose of negotiating a mandatory 50-year agreement with the New York Power Authority. The seven members of the Niagara Power Coalition are Niagara County, City of Niagara Falls, towns of Lewiston and Niagara, and the Niagara Falls, Lewiston-Porter and Niagara-Wheatfield school districts. These seven members were physically impacted by the Niagara Power Project of the early 1960s. A host community relicensing settlement agreement was signed by Ross with the New York Power Authority and the members on June 27, 2005, for relicensing purposes.

The 2005 settlement agreement provided an allocation of 25 mega watts of low-cost hydroelectric power to be divided among the host communities, establishment of a host community fund, and a separate host community Greenway fund totaling $3 million annually. These NYPA obligations will continue over a 50-year term of the new license, which was approved in early 2007 and took effect on Sept. 1, 2007.

The Niagara Power Coalition has taken on the duties of a maintenance organization and includes the Host Communities Standing Committee consisting of the seven members of the Niagara Power Coalition and a New York Power Authority representative that utilize the $3 million annual funding for approved community projects by the HCC.

The meetings of the Niagara Power Coalition and the Host Communities Standing Committee are held at the Niagara County Economic Development Center and are open to the public. The NCEDC is located at 6311 Inducon Corporate Drive in Wheatfield.

Ross also is chairman of the Niagara County Legislature.
