Town of Porter organizes for 2013

Like its counterparts in other towns throughout the county, the Porter Town Board set the stage for 2013 with a number of appointments, policies, fees, rates and procedures approved at its organizational session earlier this month.

Included among the vast list of approvals were:

•The setting of Town Board meetings for the year. Meetings will be held on the second Monday of each month at 7 p.m., with alternate scheduled dates in October and November due to holidays. For the balance of 2013 they are Mondays, Feb. 11; March 11; April 8; May 13; June 10; July 8; Aug. 12; Sept. 9; Oct. 7; Tuesday, Nov. 12; and Dec. 9. All meetings will take place at Town Hall.

•The reappointment of Michael J. Dowd as town attorney at $20,600, and as town prosecutor at $8,240.

•The setting of salaries for town officials. Notables include: Merton Wiepert, supervisor and budget officer, $32,082; Jeff Baker, Larry White and Joe Fleckenstein, Town Board members, $7,165 each; Tom Baia, Town Board member and deputy supervisor, $7,680; Scott Hillman, highway superintendent, water and sewer superintendent, and park and Town Hall maintenance, $67,634; Gail Zachary, town clerk, registrar, and water and sewer payment clerk, $52,665; Norm Ault, town bookkeeper, system manager, budget assistant, assistant town clerk, and assistant registrar (plus longevity stipend), $46,825; and Susan Driscoll, town assessor (non certified), plus duties as coordinator for planning and zoning, $40,634.

•Town Board liaisons include: CWM Citizens Advisory Committee, Wiepert; Village of Youngstown, Baia; Recreation, Wiepert; Niagara Falls Chamber of Commerce, Baia; Libraries, White; Fire companies: Youngstown, Baia, and Ransomville, Baker; Human Relations, Fleckenstein, Wiepert and Ault; Highways, Fleckenstein, Hillman and White; Buildings, Dave Truesdale, Wiepert and Hillman; Planning Board, Fleckenstein and Baia; Zoning Board, Baker and White; Historical societies, Wiepert; Niagara River Region Chamber, Fleckenstein and Baker; LOOW RAB, Bill Choboy, and Niagara River Greenway, White.

•The setting of town holidays for 2013. From February onward these include: Presidents Day, Monday, Feb. 18; Good Friday, Friday, March 29; Memorial Day, Monday, May 27; Independence Day, Thursday, July 4; the town's floating holiday, Friday, July 5; Labor Day, Monday, Sept. 2; Columbus Day, Monday, Oct. 14; Veterans Day, Monday, Nov. 11; Thanksgiving Day, Thursday, Nov. 28; the day after Thanksgiving, Friday, Nov. 29; Christmas Day, Wednesday, Dec. 25 and New Year's Day, Wednesday, Jan. 1, 2014.

The town Highway Department will take the following days off: first day of small game season in place of the Martin Luther King Jr. Day holiday and the first day of big game season in place of President's Day.

•The approval of Planning and Zoning Board appointments. Included are: George Spira as chair of the Planning Board; reappointment of Pamela Parker as secretary, Planning Board; and reappointment of Donald McCollum, Planning Board member, Jan. 20, 2013, to Dec. 31, 2017. Also, reappointment of John "Duffy" Johnston as chair of the Zoning Board of Appeals; Nancy Smithson, ZBA secretary; and Jackie Robinson, ZBA member, from Jan. 1, 2013, to Dec. 31, 2017.

•The setting of water and sewer rates for 2013. Rates, both effective Jan. 1, are:

Water - 0 to 7,000 gallons, $15.75 minimum; 7,000 to 20,000 gallons, $2.26 per 1,000; 20,000 to 100,000 gallons, $2 per 1,000; more than 100,000 gallons, $1.50 per 1,000 (irrigation rate). New York State Parks, minimum, $329.61; first 100,000 gallons, $182.29; more than $100,000 gallons, $1.50 per 1,000. Village of Youngstown, $1.66 per 1,000.

Sewer - Town of Porter, 0 to 7,000 gallons, $32.90; more than 7,000 gallons, $4.70 per 1,000; Village of Youngstown, $4.70 per 1,000; Fort Niagara State Park, $4.70 per 1,000. The treatment rate to the Town of Lewiston Water pollution Control Center is $3.25 per 1,000 gallons.

•Dog license fees for 2013: spayed/neutered, $10 non-spayed/neutered, $18; and purebred, $25.

•Miscellaneous authorizations include: setting of Town hall hours, Monday through Friday, 8 a.m. to 4 p.m.; official bank, First Niagara, and official newspaper, Niagara Gazette.
