Roemer appointed as magistrate judge

The district judges of the Western District of New York have announced the appointment of Michael J. Roemer, Esq., of Youngstown as a magistrate judge. Roemer won unanimous selection to fill the seat vacated by the Hon. Hugh B. Scott, who will continue to serve as a recall magistrate judge for the district.

Roemer has served the federal court of the Western District of New York for the past 23 years in significant roles. For the past six years, he served as clerk of the court and the chief administrative officer of the court.

As clerk, Roemer managed dozens of employees, two courthouses and was responsible for a multimillion-dollar budget. He also was asked to field numerous legal issues facing the court.

Roemer previously served as career confidential law clerk to U.S. District Judge Richard J. Arcara for 17 years. In his term as law clerk, Roemer was intimately involved in the judicial process, researching and writing legal memoranda. Roemer was involved in virtually every type of civil and criminal case prosecuted in one of the busiest federal courts in the nation. He also assisted Arcara in the carrying out of the judges' administrative duties.

Prior to his duties as law clerk, Roemer was an associated with the prestigious national law firm of Jones, Day, Reavis and Pogue in Cleveland.

Roemer is a graduate of the U.S. Military Academy at West Point. He attended the U.S. Army's Airborne School, served as captain in the Third Combat Engineer Battalion and was a member of the U.S. Army Corps of Engineers.

He is also a graduate, magna cum laude, of Cornell Law School, concentrating in public law, and served as senior editor of the Cornell Law Review.

Following personal interviews with five candidates chosen by the magistrate judge selection panel (comprised of distinguished members of the Buffalo community - both attorneys and non-attorneys), Roemer was found to be the most qualified to handle the duties of this judgeship. He is recognized nationally for his outstanding management and leadership skills. His intimate knowledge of the District Court, demonstrated work ethic and his ability to analyze and communicate complex legal issues were all factors in the district judges' selection.
