Governor's Office of Motion Picture and Television Development receives landmark 1000th application for state film production tax credit

Empire State Development today announced the Governor's Office of Motion Picture and Television Development recently reached a milestone with 1,000 applications for the state's film production tax credit received since 2011. That number represents almost 70 percent of all applications to the program since its inception in 2004.

The 1,000 productions represent more than $14 billion in spending and more than 915,000 hires statewide.

"The film production tax credit has been tremendously successful in establishing New York as a world-class state to produce film and television," ESD President, CEO and Commissioner Howard Zemsky said. "Our production and post-production incentive programs are stronger than ever and continue to encourage job growth and generate economic impact across the state."

Since the program launched in 2004, the Empire State has received a total of 1,494 applications, representing $22 billion in New York spending. In the past five years, Gov. Andrew Cuomo has been supportive of the film tax credits by extending funding through 2019 at $420 million a year, tripling the credit for post-production, creating the 10 percent additional credit for labor costs upstate, expanding the credit for relocated television productions, and lowering the threshold for visual effects and animation.

Television series have seen the greatest growth under the state's film incentive program. Of the 364 applications submitted since 2004, nearly 70 percent have been received since Cuomo took office in 2011, with a total New York spend of $10.5 billion. In 2016, 62 television series have already applied and are projected to spend $548 million with 150,000 hires across the state.

The New York film tax credit program is designed to increase the film production and post-production industry presence and overall positive impact on the state's economy. The production tax credit program provides incentives to qualified production companies that produce feature films, television series, relocated television series, and television pilots and television movies. Over the past 12 years, the program has benefited 1,835 productions and post-productions across the state.

The film office also serves as a liaison between production companies and city and local governments, state agencies, a network of statewide contacts, local film offices and professional location scouts and managers.
