Grand Island Town Board to consider moratorium law regarding R-2 development

The Grand Island Town Board is expected to set a public hearing Tuesday to consider a local law to establish a 120-day moratorium on R-2 building and to create a committee to review R-2 zoning.

The plan is in response to opposition to the Lighthouse Pointe development of townhouses at East River Road and Whitehaven Road. The project, proposed by Anthony Cutaia of Rane Property Management, would call for 246 rental townhouse units.

Roesch, in an email to Lighthouse Pointe opponents Joe LaLonde and Hank Cushing, said the Town Board Saturday gave town attorney Dan Spitzer the go-ahead to create a local law to present a 120-day moratorium to development in the R-2 zones. The Town Board at its meeting on Jan. 20 will set a public hearing for 8 p.m. Feb. 2 to take public input on the proposed moratorium law.

The board can adopt a law and appoint a nine-member committee to look at the present R-2 zoning "and develop guidelines that the R-2 zone will be more compatible with the adjoining zones," Roesch's email said.

The committee will be comprised of nine members: two members from the Planning Board, one member from the Zoning Board of Appeals, one from the Conservation Commission, one from the Economic Development Advisory Board along with four from the Grand Island community, and one from the group of residents opposed to Lighthouse Pointe.

The town will hire an outside consultant/planner to assist with questions/concerns from the committee. The town code enforcement and engineering departments and Town Board would be ad-hoc members and invited to attend but not allowed to vote.
