Lewiston kidnapping

On Friday, Sept. 26, the Lewiston Police Department received a report of a possible sexual abuse of a 24-year-old female that occurred in the Town of Lewiston. The Lewiston Police Department, along with the assistance of the New York State Police and the Niagara County District Attorney's Office, responded to Erie County Medical Center to interview the female victim. Investigation has revealed the victim was held against her will and subjected to physical, mental and sexual abuse over an extended period of time.

An investigation resulted in the arrest of Iver Jay Phallen, 67, from the Town of Lewiston. Phallen has been charged with kidnapping in the first degree, a class A-1 felony; aggravated sexual abuse; coercion in the first degree; obstruction of airway in the second degree - all class D felonies - along with the misdemeanors of assault in the third degree, unlawful imprisonment in the second degree, and menacing in the third degree.

Phallen was arraigned in the Town of Lewiston Court and remanded to the Niagara County Jail on no bail.
