Grand Island Planning Board OKs rezoning for $1.3 million maintenance building

Construction of a $1.3 million parks maintenance building and Recreation Department offices passed review by the town Planning Board Monday night.

The board voted to recommend the rezoning of a parcel at 1881 Bedell Road change from R1D to M1 for the purpose of constructing the building, which would allow storage of maintenance equipment, now at the Nike Base, in Veterans Park. The board granted final site plan approval as well pending engineering acceptance.

The town would lease the building from a private builder with an option to purchase, and after six months, the town would buy the building for $1.3 million.

Planning Board members voiced concerns about rezoning a residential property to M1 (manufacturing). "It's the only zoning that can allow the building to be constructed following this plan," Assistant Town Engineer Robert Westfall told the board.

The property, at 1875 and 1889 Bedell Road, is owned by Darryl Krupczyk and Andrea Krupczyk, who have authorized developer Russ Certo to seek all necessary approvals for the project. The land is adjacent to Veterans Park and is zoned R1D. Councilman Gary Roesch told the Planning Board that the parcel is zoned residential and would accommodate 20 homes if it was developed as a subdivision. A maintenance building use "is by far, if I lived there, a lot less intrusive" to neighboring residents, Roesch said. He pointed out that no one spoke during a public hearing on the rezoning held by the Town Board last month.

The Planning Board supported the rezoning contingent on the parcel's use only as a maintenance building, and to rezone the parcel to open space zoning when the town buys it "so it does not remain M1," said Planning Board Chairman Frank Sturniolo.
